Deviating from the manual's procedures is what usually triggers extra prewash obligations, so the manual should be the first reference point whenever a cleaning plan is being set.
Residue Limits for Modern Tankers
For ships built on or after 1 January 2007, the maximum permitted residue left in a tank and its associated piping after unloading is 75 litres, across all three regulated categories (X, Y, and Z).

The cleaning chemicals used for a given cargo need to be compatible with both the previous cargo's category and the next cargo to be loaded — not just effective at removing residue.
